Project Description

The project consists of adoption and implementation of the Santa Cruz Wharf Master Plan and construction of the two following projects recommended in the Master Plan within 2 to 5 years: Entry Gate Relocation and the East Promenade Renovation. The Wharf Master Plan includes policies and actions, recommendations for Wharf expansion, including new construction and improvements, circulation/parking improvements, and design standards for buildings on the wharf.

The City of Santa Cruz Economic Development Department has now completed the Final EIR, Volume 2, for the Santa Cruz Wharf Master Plan. The complete EIR includes the Draft EIR (March 2020), Final EIR (September 2020), Recirculated Partial Draft EIR (April 2023), and the Final EIR, Volume 2 (August 2023).

Upcoming Community Meetings and Hearings

The Wharf Master Plan and EIR are tentatively scheduled to be considered at the following public hearings:

  • Historic Preservation Commission on September 20, 2023,
  • Parks and Recreation Commission on October 9, 2023
  • Planning Commission on November 2, 2023
  • City Council on November 28, 2023.

Meeting times and agendas will be posted in advance of the meetings on the City's website.

Recirculated Partial Draft EIR (RPDEIR)

This Recirculated partial Draft EIR adds a new analytical Recreation section that considers the impacts of both the implementation of the Wharf Master Plan, as well as construction of the first two projects to be implemented pursuant to the Plan -- the Entry Gate Relocation and the East Promenade, on recreational facilities and uses, including consistency with plans and cumulative recreational impacts. This document also adds minor revisions and clarifying statements to Section 3, Project Description, as a result of public hearing conducted on the Plan in 2020. All other sections of the Draft EIR, dated March 2020 and Final EIR, dated September 2020 remain unchanged.

Mitigated Negative Declaration Documents

The Santa Cruz Wharf Master Plan Initial Study/Mitigated Negative Declaration (IS/MND) was been revised and recirculated for public review in accordance with provisions of the California State CEQA Guidelines section 15073.5. Additional analyses have been provided in Section VI-Biological Resources based on biological reviews that are included in Attachment E. New text is shown in underlined text, and deleted text is shown as strikeout text. Comments received on the March 2016 IS/MND during the public review period are included in Attachment C along with responses provided by the City. Additional comments received after the public review period are included in Attachment D.
