Tobacco Product Waste (TPW)

Cigarette butt litter is a common environmental problem that affects cities worldwide. In response to this issue, the City Council is currently exploring various policies to mitigate tobacco product waste in our community.

The City Council recognizes the importance of addressing this issue and is committed to finding effective solutions that balance the needs of all stakeholders. Through collaboration with local businesses, community members, and environmental organizations, the City Council is working to develop policies that will reduce the harm caused by tobacco use and promote a healthier environment for all.

The City Council recognizes the need to balance the benefits of these policies with the potential impact on businesses and is committed to working with local business owners to minimize any negative effects.

The City Council also recognizes the importance of community engagement in this effort and is seeking input from community members to ensure that the policies developed are tailored to the needs and concerns of our community. Through this collaborative approach, the City Council aims to develop policies that are effective, balanced, and promote a healthier environment for all.

Tobacco Waste Survey

As part of this effort, the City Council is exploring a range of potential policies, such as:

  • Prohibit the sale of all single use tobacco products
  • Prohibit the sale of all single use cigarette filters
  • Prohibit the sale of Electronic Smoking Devices (ESD)
  • Prohibit the sale of single use ESD.
  • Prohibit the sale of tobacco products that create plastic waste (e.g. lighters, packaging, cigar tips, etc.)
  • Require hazardous waste tracking, handling, and signage for nicotine and electronic waste at point of sale.
  • Remedy disproportionate exposures to TPQ through density restrictions in low-income and minority communities.
  • TPW mitigation fee on tobacco products.
  • Deposit/Return products on ESD products (Extended Producer Responsibility or EPR).
