Annual Monitoring

The beauty, peacefulness, and safety of our neighborhoods make Santa Cruz one of the most desirable places to live in the country. Annual Compliance Monitoring (ACM) plays an important role in maintaining the existing diverse housing stock within our community. The ACM helps to ensure that the community has access to affordable housing throughout the City.

The ACM is now digital. Please see the below property types and timelines for annual monitoring. If you prefer to receive paper monitoring please email acmonitoring@santacruzca.gov.

Affordable Accessory Dwelling Units (ADUs)

2025 Affordable ADU Certification forms will be available on October 1, 2025. Please return completed forms to acmonitoring@santacruzca.gov.

Update: Owner Occupied ADUs: Please direct Owner Occupied ADU inquires to the Planning Department.

First Time Homebuyer (FTH)

2025 FTH Monitoring forms are available as of February 7, 2025.

Please return completed forms to acmonitoring@santacruzca.gov by February 28, 2025.

Why is this process online?

This new process will simplify and speed up the monitoring process for the Housing Team.

How do I find my units City Resolution?

Please email acmonitoring@santacruzca.gov to request this information.

Can I send a picture of my completed forms and additional documents?

Yes, you can submit a legible picture of completed forms via email. However PDF is preferred.

I did not submit the previous years monitoring, what do I do?

Please email acmonitoring@santacruzca.gov to complete previous years monitoring.

I am a FTH but I do not know the funding source.

Please email acmonitoring@santacruzca.gov to request this information.

How long does this process take?

All ACM groups will be notified via email when the monitoring goes live. We will request monitoring be returned within 3 weeks from the live date (unless otherwise noted).
