City Council Approves $1.5M Wharf Improvement Projects
Published on August 12, 2025
SANTA CRUZ, CA — The Santa Cruz City Council has approved two key construction projects totaling $1.5 million to enhance and maintain the Santa Cruz Wharf.
The work includes an interim repair at the southern end of the Wharf following damage from last winter’s record wave event, and an emergency repair in the mid-Wharf area to continue proactive care of the Wharf’s facilities. All Wharf businesses remain open during construction.
“These projects are about care, investment, and looking ahead,” said Mayor Fred Keeley. “The Wharf is safe, open, and with these improvements, we’re ensuring it remains a vibrant destination for generations to come. This work reflects our commitment to balancing a strong local economy, community enjoyment, and environmental stewardship.”
1. 2025 Santa Cruz Wharf End Interim Repair Project (Estimated Cost: $1,000,000)

Repairs the remaining southern end of the Wharf in accordance with the Council-approved Alternative 5 plan, strengthening the structure and adding approximately 1,100 square feet to enhance the Wharf’s long-term resilience.
2. 2025 Santa Cruz Wharf Bent 103–104 Improvement Project (Estimated Cost: $500,000)
Construction for both projects is scheduled for the fall and winter months to coincide with the quiet season on the bay, when fewer birds are nesting and wildlife activity is lower.
Business and Operations Planning
In addition to approving construction, the City Council received recommendations from the Santa Cruz Wharf Ad Hoc Subcommittee to strengthen the Wharf’s long-term business and operational sustainability. These include finalizing the City’s Extreme Weather Protocol, developing Wharf-specific accounting, and creating a Wharf Business and Operations Plan focused on efficiency, revenue growth, and clear operational responsibilities.
Community Involvement
The public is encouraged to participate in shaping the Wharf’s future through ongoing engagement for the Wharf Master Plan — a long-term vision adopted in January 2024 to guide structural improvements, public access, and economic vitality.
